What Phantom Doctrine saves are on this page?
There are two saves, one per agency. The CIA save is a Hard run with Deadpan, Durand and Jekyll at 999. Durand and Jekyll carry Respiratory 999, which makes enemies avoid or run from them — useful, but awkward on missions where you have to kill everyone, so Deadpan's Respiratory is deliberately set to 150 to keep her a target you can lead with. The KGB save is Easy Extended with Kodiak, Theremin and Indigo. Kodiak and Indigo are 999 in everything except Respiratory at 150, so the team is not untouchable and the game moves faster, while Theremin is 999 in just the max-HP stat and gets over 16 actions in a single turn. Both carry over 900,000 cash, against roughly 600,000 needed to buy everything in the game.

Why players use Phantom Doctrine modded saves
Phantom Doctrine is a long campaign where agent stats and funding decide everything, and both accumulate slowly across missions you cannot rush. Getting a squad to the point where infiltration stops being a coin flip takes most of a run, and then the second agency's campaign asks you to do it again from scratch.

What makes these two saves worth reading carefully is that they are not blindly maxed. Respiratory at 999 makes enemies avoid an agent entirely, which sounds good until a mission requires killing everyone and they simply run — so one agent per save is deliberately left at 150 to stay engageable. Pick the CIA save for the Hard run, or the KGB save if you want a faster, more even team. Applied to your own profile on PlayStation 4 or PlayStation 5; you must already own the game.
