The DSS in Helldivers 2 is the Democracy Space Station, a community-controlled battle station that players vote to move between planets every four hours and fund with donated samples and Requisition Slips. Once a Tactical Action is fully charged, it activates for 24 hours and helps every mission on the planet the station orbits, from Eagle gas airstrikes to blocking enemy attacks. Here is how the vote, the donations and each Tactical Action work as of November 2026.
We checked this against the Helldivers wiki's Democracy Space Station page (updated 30 October 2026), its war mechanics page, the official in-game dispatch feed and Arrowhead's patch notes.
What the Democracy Space Station Does
Think of the DSS as a shared upgrade the whole player base steers. It parks in orbit over one planet at a time, and everyone diving on that planet benefits from its passive effects and from whichever Tactical Action is active. Nobody owns it and nobody pilots it; the community decides where it goes by vote and what it does by donation.

In the game's story, the station was completed on 10 November 2184 after a 43-day construction, and Helldivers had to kill 500 million Terminids to fuel and activate it. It has since been sabotaged, damaged by the Illuminate and repaired more than once, which is why you may occasionally see it unavailable during story events.
The station also shows up on the Galactic Map, where you can see which planet it is orbiting and cast your vote. If you have not used that map much, our Galactic War map guide explains the layers around it, from supply lines to liberation percentages.
How the Vote Works
The station originally moved once a day. After repairs following a story sabotage, its drives were recalibrated to move every four hours, and that is the rhythm today. The wiki describes the cycle like this:
- Every four hours, Helldivers receive a list of possible planets to vote on.
- When the period ends, the DSS warps to the winning planet's orbit and a new election begins.
- If the majority votes to "Stay," the station remains in place.
- The list of votable planets refreshes after each move.
There is an important exception. If the campaign on the station's current planet ends, the DSS moves to the next majority-voted planet straight away instead of waiting; if the majority had picked "Stay," it moves to the second-most-voted planet instead. The four-hour timer does not reset in that case, but everyone gets a new vote ticket. The immediate redeployment was added in a mid-patch change on 29 March 2025. One more nuance: after a failed defense campaign, the station does not move immediately if the follow-up liberation campaign on that planet is accessible.
The vote is a coordination tool, so use it that way. Check the active Major Order before voting, and back the planet the order needs. If you are saving medals for a Warbond page, the order planet is also where the payout comes from, as our medals guide explains. Our Major Order guide shows how to read the current target.
Tactical Actions and What They Cost
Tactical Actions are the station's big abilities. Players donate resources to charge them, only one can be active at a time, and a fully charged action freezes progress on the others until it finishes. Each lasts 24 hours and then goes on cooldown. On the wiki's figures, the current actions are:

- Eagle Storm: costs 6,480,000 Common Samples, has a four-day cooldown, and launches periodic Eagle airstrikes during missions while slowing enemy progress in defense campaigns. Since a change on 6 October 2026, those strikes are Eagle gas airstrikes rather than strafing runs. Storms do not start while a Helldiver is in an objective zone.
- Orbital Blockade: costs 4,320,000,000 Requisition Slips, has a two-day cooldown, stops defense campaigns from originating from the planet and keeps the Hellpod Space Optimization booster active. It cannot end a defense already in progress.
- Heavy Ordnance Distribution: costs 4,320,000 Rare Samples, has a five-day cooldown, grants the Orbital 380mm HE Barrage stratagem and speeds up liberation, defense and invasion campaigns on that planet.
Two older actions have been retired. Planetary Bombardment returned in a new form as DSS Orbital Bombardment in patch 1.006.003 on 10 February 2026, with improved targeting that prevents friendly casualties, and a short-lived Eagle Blockade combined Eagle Storm and Orbital Blockade before being removed.
The gas version of Eagle Storm has a story behind it. In October 2026, a Control Center advisory said that completing the Campaign built around the Senge 23 defense would grant permanent access to the DSS Eagle Gas Storm Tactical Action, and that order was won.
Donation Limits and How to Donate Well
Each Helldiver can donate a limited amount per resource in each 24-hour cycle:
- 75 Common Samples
- 50,000 Requisition Slips
- 50 Rare Samples
The wiki explains that each cycle starts after your first donation following the end of your last cycle for that resource, so the timer is personal rather than a fixed daily reset. Those caps sound small next to multi-million totals, which is the point: Tactical Actions are designed to need thousands of players chipping in.
A few habits help the community and cost you little. Donate samples you have no use for once your ship modules are maxed, since that is often where spare samples pile up. Watch which action is filling fastest, because a charged action freezes the others, so spreading donations evenly across three actions slows them all. And donate Requisition only once you have bought the stratagems you want. Our guides to farming samples and earning Requisition Slips cover where those resources come from.
Planet Effects: Operational Support and Exosuit Reserves
Besides Tactical Actions, the DSS carries passive planet effects that apply wherever it sits. The wiki lists two:
- Operational Support: a boost to liberation progress on that planet. The wiki's war mechanics page puts it at 10 percent.
- Exosuit Reserves: a 35 percent cooldown reduction for all exosuit stratagems, added through an earlier Major Order.
Exosuit Reserves is a big deal if you like mechs. On the wiki's numbers, it cuts an exosuit's 420 second base cooldown to 273 seconds, and to 252 seconds when combined with the Morale Augmentation ship module. Our exosuit guide compares all four suits and explains how to make the most of that shorter cooldown.
Operational Support is the reason the vote matters for orders. A 10 percent boost on the planet the community is already focused on compounds over a liberation campaign, which is why coordinated votes and coordinated dives go together.
Adjusting Your Loadout When an Action Is Live
An active Tactical Action is not just background noise; it should change what you bring. When Heavy Ordnance Distribution is running, every Helldiver on the planet gets the Orbital 380mm HE Barrage, so you can drop your own big orbital from the loadout and take something else, then save the free barrage for outposts and heavy nests.
When Orbital Blockade is active, the Hellpod Space Optimization booster is already running for everyone on that planet. That means the squad member who usually brings it can pick a different booster for the day. Check with your squad in the lobby so nobody duplicates it.
Eagle Storm takes a little care. Its strikes now drop gas, and while storms do not start while someone is in an objective zone, fights between objectives can end up near a cloud. If your squad plans long fights on open ground, armor with Advanced Filtration, which gives 80 percent gas resistance, removes most of the risk. Our armor passives guide lists the other resistance options.
The DSS in the Story So Far
Spoiler note: this section summarizes the station's in-universe history for players catching up on the Galactic War's story.
The station has been at the center of several major story beats. The Illuminate damaged it at Widow's Harbor and again at Pilen V, forcing it to retreat to Claorell for repairs, after which it went to Super Earth to support the defense against the Illuminate invasion behind a protective ship barrier. An upgrade called the Star of Peace later gave it an ionized Dark Fluid beam, which turned Penta into a black hole on 18 January 2186 in game time. In February 2186 it joined Operation Valid Pretext at Cyberstan, recovering 35,000,000 Helldivers from cryostasis at Fort Justice, and High Command's TERMINAL DIRECTIVE ran Planetary Bombardment for 48 hours.
The takeaway for players is that the DSS is part of the story as much as a mechanic. It can be offline, moved or upgraded by events, so if its panel looks different from what you remember, check recent dispatches before assuming something is broken.
Supporting the Station Without the Grind
Every DSS donation comes out of your own samples and Requisition, and both take time to farm. If you would rather keep your ship and stratagems funded while you chip in, the store's Helldivers 2 boosting hub lists sample runs, Requisition Slips, medals and Super Credits for Steam and PlayStation. Check current availability on each listing before you plan around one. Xbox is not covered by the hub.
Frequently Asked Questions
What does DSS stand for in Helldivers 2?
Democracy Space Station, the community-voted battle station that orbits one planet at a time and offers Tactical Actions funded by player donations.
How often does the DSS move?
Every four hours, based on the community vote. It also moves right away to the top-voted planet if the campaign it is orbiting ends.
How much can I donate to the DSS?
Per 24-hour cycle, up to 75 Common Samples, 50,000 Requisition Slips and 50 Rare Samples per Helldiver.
How long does a DSS Tactical Action last?
Each Tactical Action lasts 24 hours once charged, then enters a cooldown of two to five days depending on the action.
What is the DSS Eagle Gas Storm?
It is the current form of the Eagle Storm Tactical Action. Since 6 October 2026 its periodic airstrikes drop gas instead of strafing, and the October Senge 23 Campaign promised permanent access to it.
Why is the DSS not available?
Story events can take it offline. The Illuminate have damaged it more than once, sending it away for repairs, so check recent dispatches if its panel is missing.
