Minerva is the traveling Gold Bullion merchant in Fallout 76 who sells rare plans at 25% below the normal price. She sets up at Foundation, the Crater, Fort Atlas or the Whitespring Resort, normally from noon Eastern on Monday to noon Eastern on Wednesday for three weeks in a row, then holds a longer Big Sale from Thursday to Monday in the fourth week. As of November 2026, the Fallout Wiki's schedule shows her most recent stop at Fort Atlas from 2 to 4 November with inventory List 7. Below is how the rotation works, what she stocks and how to plan your bullion around her.

We checked this against the Fallout Wiki's Minerva and Minerva's Emporium pages, including the 2026 schedule table, plus its Gold Bullion and Ghoulification pages, in November 2026.

How Minerva's Schedule Works

Minerva works for the Blue Ridge Caravan Company and travels with her bodyguard, Tommy Ten-Toes, and her Brahmin, Minos. In game terms she is a ghost character, meaning she is invulnerable and you can walk through her, so an event or a stray grenade cannot end her visit early.

Her rotation follows a four-week cycle described on the Minerva's Emporium page:

  1. Weeks one to three, Minerva's Emporium: she appears from noon Eastern on Monday to noon Eastern on Wednesday, at a different location each week.
  2. Week four, Minerva's Big Sale: she appears from noon Eastern on Thursday to noon Eastern on Monday.
  3. Then the cycle repeats, with a new set of inventory lists.

She changes location only once a week, so once you know where she is, she stays there for her whole visit. Her inventory comes from 24 numbered lists. Emporium weeks use lists 1 to 3, 5 to 7, 9 to 11, 13 to 15, 17 to 19 or 21 to 23, while Big Sales use lists 4, 8, 12, 16, 20 or 24. The Big Sale is the one to circle on your calendar, because it includes every plan from the previous three Emporium weeks.

Who Minerva Is

Minerva arrived with the Steel Reign update, which introduced Minerva's Emporium as a recurring community event, and she is voiced by Erikka J. Veney. Her backstory explains her stock. According to the Fallout Wiki, she came from the Washington, DC area and survived the bombs inside a library that served as a secondary shelter. After years of moving between groups, she joined Blue Ridge Caravan traders, became apprentice to a bookseller and learned from him how to copy books by hand.

When her mentor died, she took over his caravan and expanded its inventory. She claims a photographic memory and sells what she calls recreations of rare plans and recipes, drawing the plans herself. She has also worked with Aries, another Blue Ridge trader. It is a neat piece of lore, and it is the in-world reason her plans cost less than the originals sold elsewhere.

Recent Stops in 2026

The wiki keeps a running schedule. These are the most recent stops it lists for autumn 2026, in the order they happened.

Oct 19 to Oct 21FoundationList 5
Oct 26 to Oct 28The CraterList 6
Nov 2 to Nov 4Fort AtlasList 7

The pattern is easy to read. Each Big Sale in 2026 has been at the Whitespring Resort, and each three-week Emporium run has gone Foundation, then the Crater, then Fort Atlas. Since List 7 at Fort Atlas closed out the latest Emporium run, the cycle points to a Big Sale with List 8 at the Whitespring Resort next. Treat that as a pattern rather than an announcement, and confirm her location in game before you travel, because the gaps between stops have varied. Big Sale stops in particular have started on a Thursday, so if she is missing on a Monday, she may simply be in a Big Sale week.

What Minerva Sells

Her lists lean heavily on endgame plans that are otherwise only available from gold vendors or rare rewards. Across the 24 lists you will find Secret Service armor and under armor linings, Strangler Heart and T-65 power armor plans and mods, Chinese Stealth Armor, Thorn Armor, the Gauss pistol, shotgun and minigun with their mods, the Plasma Caster, the War Glaive, the Hellstorm Missile Launcher and a long tail of C.A.M.P. items.

List 7, her most recent stock, included the Ammo Converter, the full Brotherhood Recon armor set, the Floater Flamer Grenade, the Gauss Shotgun with its Extended Barrel, Extended Magazine and Hardened Receiver mods, the Kids Truck Bed and the Umbrella Hat. List 8, the Big Sale that follows it in the cycle, repeats the plans from lists 5, 6 and 7 together.

A few items never appear in her stock. The wiki notes she does not sell gold bullion consumables such as the Lunchbox, Perfect Bubblegum or the Carry Weight Booster, nor a long list of plans such as the Hellcat power armor mods, which come from other gold vendors or from Daily Ops. If a plan you want is on that list, our Daily Ops guide covers how those rewards drop.

Prices and the 25% Discount

Everything Minerva sells costs Gold Bullion, and every item is 25% cheaper than its standard price at other vendors. There are no quest, reputation or level requirements to buy from her, which makes her the easiest way for a newer endgame character to reach plans that would otherwise need faction progress.

The discount adds up quickly on the expensive plans. Some standard prices from the wiki's lists show the scale:

  • Chinese Stealth Armor: 4,000 bullion standard, or 3,000 from Minerva.
  • War Glaive, Super Reactor or Sympto-Matic: 2,000 standard, or 1,500 from Minerva.
  • Scavenged Solar Panel: 1,500 standard, or 1,125 from Minerva.
  • Secret Service or Strangler Heart helmet: 1,650 standard, with the 25% applied at checkout.

To put those numbers in context, a player who exchanges the full 400 bullion of Treasury Notes every day and buys Smiley's 300 each week earns roughly 3,100 bullion in a week. That covers a discounted Chinese Stealth Armor plan in about seven days, or two of the 1,500 discounted plans with change left over. Planning a purchase a week ahead is usually enough.

Bullion is the bottleneck, since you can only exchange 400 a day from Treasury Notes and buy 300 a week from Smiley. Our gold bullion guide explains how to max both so you arrive with enough for the plan you want.

Getting There and Preparing

Three of her four stops sit in faction settlements: Foundation, the Crater and Fort Atlas. That matters if your character is a ghoul. The Fallout Wiki notes that ghoul players find the Brotherhood of Steel hostile by default and some interior locations of the Settlers and Crater Raiders closed to them, unless they wear a disguise from Jaye Vo in Radiant Hills. Our guide to becoming a ghoul explains how the disguise works.

Before each visit, check three things: your bullion balance, the 10,000 bullion ceiling and which list she is carrying. A Big Sale week is the best time to buy several plans at once, while Emporium weeks are for targeted purchases. If you are shopping for power armor plans in particular, our power armor comparison shows which sets are worth the bullion for your playstyle.

Planning Purchases Around Her Rotation

The simplest approach is to keep a short wish list. Note the plans you want, look up which list carries them on the wiki, and count how many weeks remain until that list comes around. Because Big Sales repeat the three previous lists, you usually have two chances at any Emporium plan within a single cycle.

Spread your bullion purchases so you never sit at the 10,000 ceiling. Anything above it is deleted, so if you are close to the cap and Minerva is not carrying anything you need, spend some bullion with Regs, Samuel, Mortimer or Windy instead. Saving for a Big Sale is smart, but saving past the ceiling throws gold away.

Here is how that works in practice. Say you want the Gauss Shotgun plan, which sat on List 7. If you missed her at Fort Atlas on 2 to 4 November, the plan returns in the Big Sale that repeats lists 5 to 7, and after that it comes back when the cycle reaches the next Emporium list carrying it. Two chances per cycle is the rule of thumb for any Emporium plan.

It also pays to check a plan's standard price before a Big Sale. Since every item is 25% off at Minerva no matter the week, the Big Sale does not add a deeper discount; its advantage is choice, because you can buy plans from three lists in a single visit instead of chasing her across three weeks.

Finally, remember that bullion plans cannot be traded. A plan bought for one character stays with that character, so buy for the build you actually play.

Turning Caps Into Minerva Money

Smiley at The Wayward is the bridge between caps and bullion, selling up to 300 gold a week for caps. If your caps are what limits that weekly purchase, the store's Fallout 76 Caps Services page lists caps delivered by an in-game trade: you enter your username at checkout so the worker can trade you, and the page lists PlayStation, Xbox, PC and Steam.

The Fallout 76 hub shows the store's other services for the game.
